Manufacturer NDL and extended warranties almost always carry a maintenance condition. When a claim is made, the first thing requested is the inspection record. No record, no claim — and owners discover this at the worst possible moment.
A program produces that record as a by-product. It is the paperwork that makes the warranty you already paid for actually worth something.
Spring and fall are the right cadence in the DMV. Spring catches what winter freeze-thaw opened up; fall clears leaves before they block drains and puts the roof into winter sealed.
On buildings with heavy tree cover, a third fall visit for drain clearing pays for itself the first time it prevents a ponding event.

How to read these. Ranges are DMV market pricing for planning and budgeting, not a quote. Real numbers move with deck condition, insulation required to hit code, access and staging, how much rooftop mechanical equipment has to be lifted and reset, and whether the work is phased around tenants.

Code requires primary and secondary drainage. A blocked drain effectively removes the primary path and loads the structure with standing water — this is a life-safety item, not housekeeping.
Routine maintenance and ordinary repair do not trigger permits. That is precisely the zone a program is designed to keep you in.
A dated inspection history establishing the roof was sound before an event is what separates a covered storm claim from a denied wear-and-tear claim.
The rule that decides most jobs: IBC §1511 prohibits a roof recover where the existing roof already has two or more applications of any roof covering. It also prohibits recovering when the existing roof is water-soaked or has deteriorated to the point that it is no longer an adequate base. In either case the code requires removal down to the deck. This is the single most common place a cheap bid quietly goes non-compliant.
Typically $0.08 to $0.20 per square foot per year for two inspections and minor repairs within scope. On a 30,000 sq ft roof that is a few thousand dollars annually against a replacement measured in hundreds of thousands.
